Programme title: The Hungarian Community in Transcarpathia among Ukraine’s Minorities: An Assessment of Its Situation

Years: 2009–2010

Brief description: When minorities are discussed, two fundamentally different approaches can generally be observed. One approach often regards the national, linguistic and other problems of a particular community as something unique to that community—as a distinctive historical burden that sets it apart from others. The other approach, characteristic primarily of states and international organisations, tends to treat minorities uniformly, regardless of their social, economic, political and other circumstances and, consequently, their specific needs and opportunities. Both approaches have their own advantages and disadvantages. The aim of our research was to assess the national and linguistic rights situation, demographic weight and circumstances, capacity for interest representation, institutional system and other characteristics of the Hungarian community in Transcarpathia by placing them in the broader context of Ukraine’s minorities. In this way, the research sought to determine the position of this Hungarian national community within the 46-million-strong Ukraine and in comparison with the country’s other minority communities.
